R E S O L U T I O N #06-317

A RESOLUTION CONCERNING THE
ESTABLISHMENT OF THE I-355 TRAIL CORRIDOR

WHEREAS, significant development in Will and DuPage Counties has increased the demand for safe travel and recreational corridors that are used by pedestrians, bicyclists and other non-motorized travelers; and

WHEREAS, regional trails in the vicinity have been planned and developed by governmental agencies in Will, Cook and DuPage Counties; and

WHEREAS, recent major public investments or commitments have been made in the area including such projects as:

The Village of Woodridge Municipal Trail System
The Southern DuPage County Regional Trail
The I&M Canal Trail/Heritage Park Trail/Centennial Trail in Will and Cook Counties
The Illinois Prairie Path in Cook, DuPage and Kane Counties
The Old Plank Road Trail in Cook, Kendall and Will Counties

WHEREAS, recent local projects have been planned and/or constructed in the proximity to the I-355 southern extension including:

The Centennial Trail
The Spring Creek Greenway Trail
The Woodridge Municipal Trail
Homer Glen/Homer Township Trails

WHEREAS, the Illinois State Toll Highway Authority (ISTHA) has agreed to provide a corridor and grading for a trail alongside the I-355 southern extension (excluding the high bridges); and

WHEREAS, certain extensions and connections to these regional and local trails have been planned or developed by various municipalities, park districts, counties and forest preserve districts, but no coordinated plan had been designed or agreed upon to provide local connections and continuity throughout the system; and

WHEREAS, representatives of ISTHA, Village of Woodridge, Woodridge Park District, Downers Grove Township, DuPage County, Forest Preserve District of DuPage County, City of Lemont, Village of Homer Glen, Homer Glen Township, Village of Lockport, the Forest
Preserve District of Will County, and the Village of New Lenox have reviewed various trail corridor alternatives and have developed a mutually agreed upon primary trail route along eleven (11) miles of the I-355 Corridor; and

WHEREAS, such a trail corridor would implement a major component of the Northeastern Illinois Regional Greenways and Trails Plan, the Will County 2020 Transportation Plan, DuPage County Regional Bikeway Plan, as well as expand existing trail opportunities; and

WHEREAS, the development of this trail corridor would add substantially to the quality of life and recreational opportunities for the approximate 502,266 citizens of Will County and the approximate 904,161 citizens of DuPage County, and greatly improve the safety of walking, bicycling and similar activities. The population projections for year 2030 in Will County is 1,107,778 and in DuPage is 1,002,325.

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Forest Preserve District of DuPage County that the District hereby agrees to participate in a collaborative planning effort with the above mentioned local governments, and any additional adopting agencies, to plan the primarily trail route shown in the attached Exhibit A and to work with those agencies to develop a trail within the route.

PASSED AND APPROVED by the President and Board of Commissioners of the Forest Preserve District of DuPage County this 19th day of December, 2006,

Commissioner Kotecki moved, seconded by Commissioner Murphy, that Resolution #06-318 be approved and adopted. On roll call, Commissioners Brown, Cantore, Formento, Kotecki, Murphy, Pierotti and Schultz voted “aye.” Motion carried.
