| Last year's protests over condemning residential property for a proposed bicycle trail are helping Republican newcomers challenge entrenched Kane County Board members. A recurring allegation is that board members have accepted without question the policies backed by Frank Miller, county board chairman, and Philip Elfstrom, county Forest Preserve District chairman.
