MINUTES OF A REGULAR MEETING OF THE BOARD OF PARK COMMISSIONERS OF THE PALATINE PARK DISTRICT, COOK COUNTY, ILLINOIS, HELD IN THE PALATINE TOWNSHIP SENIOR CENTER, IN SAID DISTRICT, AT 505 S. QUENTIN ROAD, PALATINE, ILLINOIS ON JUNE 13, 2006 AT 7:00 P.M. Recognition of Citizens President Cozza recognized Steve Breese and thanked him for his email. Breese distributed a packet of materials (copies attached to official minutes) containing his written request, pictures and maps regarding a bicycle path opportunity. Palatine resident Steve Breese addressed the board regarding his proposal for a multi-use trail and bicycle underpass in the northwest part of Palatine saying that a trail could be built on a vacant strip of land along the south side of the Union Pacific Railroad; a culvert allowing trail users to pass under Dundee Road should be included in Illinois Department of Transportation's plans for the reconstruction of Dundee Road. Breese provided several arguments in support of this rail-with-trail facility saying that he found that nine government-produced trail plans propose a multi-use path along the Union Pacific corridor. Of them, two propose a trail at this location. This trail would accomplish a proposed greenway connection between Deer Grove and Crabtree Forest Preserves and could connect Palatine Trail with adjacent communities to the west. And lastly, the trail would provide refuge for bicyclists who would otherwise be forced to use nearby roadways which IDOT does not recommended bicyclists to use. Breese concluded by asking the Park District to further investigate the feasibility of this bicycle trail. He also encouraged district officials to meet with IDOT project engineers in order to get a bicycle underpass (9' box culvert) included in the Dundee Road bridge reconstruction project. The Board directed staff to further study the potential trail and underpass and get costs to us. Gbur invited Breese to meet with him and Moser. |
