Centennial Trail - First Supplemental Agreement

Director Hoyt updated the Board on the Centennial Trail project. The Forest Preserve District of DuPage County entered into an intergovernmental agreement in 1998 with the Cook County and Will County Forest Preserves to design the Centennial Trail, a
recreational trail extending on both ends into Cook County along the historic Centennial Corridor. Once completed, this trail will provide a major link along the Des Plaines River for 16.5 miles, connecting the Salt Creek Regional Trail to local trails within Lockport.

In addition, the DuPage County Forest Preserve District Board approved funding to contribute toward engineering and construction costs for the trail within our jurisdiction. This 2.8 mile of asphalt trail section will be located on land that is leased from the MWRDGC (Metropolitan Water Reclamation District of Greater Chicago), of which an agreement is currently in place allowing for construction of the trail.

Over the past years, Will County Forest Preserve dropped out of the agreement to pursue trail construction within their boundaries. Cook County Forest Preserve has continued their role as lead agency by contracting with engineering consultants to design the trail and apply for grant funding. They most recently obtained an ITEP
(Illinois Transportation Enhancement Program) grant, which will be applied to Phase 3 engineering and construction of the Centennial Trail. Per the grant, each agency will be responsible for 20% of the engineering and construction costs, with the grant covering 80% of those costs.

The estimated construction cost of the 13 miles of the Centennial trail is $3,029,333.00, with our cost (for approx. 2.8 miles) being $609,257. Our 20% share would be $121,851. The engineering fees for our section amount to $45,051.00, with our 20% share being $9,010. The total estimated cost to the District is $130,862. Currently there is $196,699 remaining in the project budget which has been approved by the Board. These costs are based upon engineer estimates. Bids are anticipated to be opened on January 19, 2007.

Staff brought forward a First Supplemental Agreement between the District and the Cook County Forest Preserve which establishes the financial responsibilities and commitments for the Phase 3 engineering and construction of the Centennial Trail for
each agency.

It was noted in discussion that this trail is along the I&M Canal and connects with the Salt Creek trail. In Cook County the Centennial Trail connects to the east of the District's section. This trail also connects to the west with Will County's trail. The Salt
Creek Regional Trail, through Cook County, would be a linkage to the Centennial Trail. Conceptually when work begins on I-355 there will be a north/south link. Any link with Greene Valley trail would be through the County's trails. The Centennial Trail will be a link to a variety of local and regional trails.

It was the consensus of the Board for staff to proceed with attorney review of the First Supplemental Agreement between the District and Cook County Forest Preserve which establishes the responsibilities for the Phase 3 engineering and construction of the Centennial Trail for each agency. This agreement will be placed on the January 16, 2007 Commission regular agenda for Board approval.
