Liability fears slow path plans

SPRINGFIELD A proposed bike trail linking Chicago with the Mississippi River could be in jeopardy because towns along the 475-mile route fear getting sued as a result of a controversial Illinois Supreme Court ruling.

The trail, which the state Department of Natural Resources hopes to complete by mid-2000, would connect 15 existing bike paths in northern Illinois into one circular route from Chicago to the Mississippi.

But some municipalities along the route have been hesitant to sign on to the project because of liability questions raised by a bicyclist's lawsuit that went to the state ...
