| About 12 years ago, members of a southwest suburban land preservation group stood along the old Penn Central rail lines and started dreaming. What if the train tracks, long since abandoned and overgrown by weeds, could become a bicycle trail? What if that trail hooked up with others in the Chicago region? "No way," was the typical response from local officials who doubted that anyone would be able to get numerous governmental bodies from two counties to agree on such a project, let alone cough up the money.
