| The Village of Northbrook hosted the "Five Village Bicycle Trail Committee" meeting this month. The Committee has been meeting for a number of months now to look into the possibility of developing a bicycle trail on the unused Union Pacific right-of-way that runs north-south through Northbrook and other nearby municipalities. The Committee is looking into contracting with the Chicagoland Bicycle Federation (CBF) for the preparation of a feasibility study of the trail. CBF prepared an estimated cost summary of the proposed study, which was reviewed in detail at the Committee meeting. While the Committee has not yet solicited RFPs for a feasibility study from any other firms/organizations, it appears that CBF would cost notably less than most other consultants, due largely to CBF being a not-for-profit. Before a consultant can be hired, the Committee must 1) obtain a commitment from all interested municipalities in its funding; 2) prepare and have approved an intergovernmental agreement for the study; and 3) determine whether to solicit RFPs for the study from other consulting agencies. The Committee has determined that the name "Five Village Bicycle Trail Committee" is a poor fit, since the exact number of villages that will commit to work on the development of the trail has not yet been solidified. It was decided that the working name of the proposed trail will be "the southern extension of the 'Skokie Valley Trail', due to its location within the Skokie Valley and to the advantage of having a name that continues the name for the existing trail located within the same right-of-way north of Lake-Cook Road. The Committee will use the name "Skokie Valley Trail Committee". |
