| Director Hoyt discussed staff’s proposal to construct a trail connection along the West Branch from St. Charles Road to the Great Western Trail with remaining funds from a two million dollar grant from the Department of Natural Resources. The grant was awarded for West Branch Trail Improvements. A portion of the funds were used to construct sections of the West Branch Trail in Warrenville Grove, West Branch, and Hawk Hollow Forest Preserves. The District has been reimbursed 1.3 million dollars from the two million dollar grant. There is about $787,000 left to use for trails along the West Branch River. A lot of the proposed trail will be located in floodways or floodplains. The cost of the trail will be increased due to the need for asphalt paving and boardwalks. Staff estimates the cost of the trail to be $1,250,000, which includes consulting costs, permits and construction. Staff would like to allocate money from the 2007 Bond Referendum that was slated to be used for trails and recreation improvements. The District will be reimbursed the balance of what is due from the Department of Natural Resources grant which is around $787,000. The cost to the District for the Timber Ridge section of the trail will be around $460,000, if the cost comes in as estimated. Staff would like to bring this forward to next week’s Commission meeting for approval if the Board is in agreement. A Committee member asked if the project was on the priority list in terms of the allocation of funds for the 2007 Bond Referendum. Director Hoyt said that the project was on the priority list. She noted that the project was a higher priority in staff’s eyes because it connects to existing trail systems and also takes advantage of the North Avenue underpass. Commissioner Kotecki recommended that they move ahead with the project and also that a timeline be set that says all sections of the West Branch Trail on District land be completed within a certain time, such as five years. The consensus of the Board of Commissioners was to recommend a motion to Commission approving the allocation of $1,250,000 from the 2007 Bond Referendum for design and construction associated with the Timber Ridge Section of the West Branch Regional Trail. |
